AI Use Case Ownership Checklist

1. Who owns it? One named human, not a team.
2. Who checks it, and how often?
3. Can we say what it does, and what could go wrong, in one clear sentence?
4. Who does it affect, and have we talked with them?
5. When it's wrong, who finds out first, who tells whom, and who fixes it?
